The Western Conference Plan has always been strong, well-managed, and provides meaningful pension benefits to its retirees. The plan has been in existence for 60 years and intends to be around for decades and decades to come.
Now, the recently introduced to Congress, GROW ACT would result in substantial benefit cuts for workers and retirees. By allowing plan trustees to “refinance” their obligations to workers and retirees in the existing plan over 25 years instead of 15 years, the trustees could then divert that money to start a new composite plan.
This sleight of hand leaves neither plan — the existing plan nor the new composite plan — with enough money to pay promised benefits.
The Western Conference Plan supports legislation to preserve healthy multiemployer plans and to help retirees in deeply troubled plans, but we strongly oppose the GROW Act.
